Pharmaceutical Accountants in Dubai: VAT, CT and Books

Why UAE businesses choose us:

Pharmaceutical accountants in Dubai handle the VAT split between zero-rated and standard-rated medicines and equipment, stock and expiry records for MoHAP-registered products, import paperwork, and Corporate Tax on your margins. A single pharmacy fits our monthly package (VAT, Corporate Tax and books included), priced by its transaction volume. Distributors are quoted by volume. Every package carries our Zero Penalty Assurance, in writing.

What do pharmaceutical accountants in Dubai actually do?

A pharmacy or a medicine distributor looks simple from the outside: you buy stock, you sell stock. The accounting is harder than that, because the same shelf can hold products with different VAT treatment, stock that expires, and purchases that arrive through customs. A pharma accountant keeps those three things straight so the VAT return, the Corporate Tax return and the audit file all agree.

  • Monthly books from the invoices, bank statements and stock reports you send us, with bank reconciliation.
  • VAT returns every quarter, with the zero-rated and standard-rated sales split correctly.
  • Import VAT and customs documents matched to the stock they relate to.
  • Expiry and damage write-offs recorded with the right paperwork.
  • Corporate Tax registration and the annual return, with distributor and pharmacy margins treated correctly.

How is VAT split between medicines and other pharmacy sales?

The VAT Law (Federal Decree-Law No. 8 of 2017) and its Executive Regulation (Cabinet Decision No. 52 of 2017) set the rules. In plain terms, certain medicines and medical equipment registered with MoHAP that meet the conditions of the Cabinet Decision on medications and medical equipment (Cabinet Decision No. 56 of 2017) are zero-rated, which means you charge 0% VAT but still reclaim the input VAT on your purchases. Everything else you sell, such as cosmetics, supplements, baby products, convenience items and many devices, is standard-rated. Healthcare services follow their own rules again.

The mechanism matters more than any single product. Each item in your system needs a VAT code, and that code must match the Cabinet Decision list and the product’s MoHAP registration. If a product is coded wrongly, one of two things happens: you under-charge VAT and owe it back with penalties, or you over-charge customers and have a credit note problem. Our zero-rated vs VAT-exempt guide explains the difference between the two treatments, and zero-rated and taxable sales shows how a wrong code surfaces on a return.

What the FTA expects from a pharmaceutical business

The FTA expects the same discipline from a pharmacy that it expects from any VAT registrant, with a few points that matter more in your sector.

  • VAT treatment by product. A product master list showing the VAT code of every item, reviewed whenever a new product is added or a regulation changes.
  • Tax invoices. Every sale to a business customer needs a full tax invoice. Retail till receipts need the details the law requires for simplified invoices.
  • Import records. Customs declarations, import VAT evidence and supplier invoices kept together so input VAT can be supported if the FTA asks.
  • Stock records. Opening stock, purchases, sales, returns, expiry and damage, reconciled to the general ledger. MoHAP-registered batches should be traceable in your own stock system.
  • Retention. VAT and Corporate Tax records must be kept for the period the law sets. Our post on Corporate Tax record-keeping covers what goes wrong when they are not.

On Corporate Tax (Federal Decree-Law No. 47 of 2022), the return is based on accounting profit. For a distributor, that means the margin between purchase cost and sale price is taxable income, and write-offs for expired stock are deductible only when they are properly documented. Transactions with related parties, such as a sister company that supplies you, should be on commercial terms and recorded.

Expiry write-offs, returns and margins

Expired and damaged stock is where pharma books drift. A box that expires on the shelf is a loss, but it is a loss you must be able to prove: a dated stock count, the batch number, and the disposal record. Without them, an auditor can disallow the deduction and treat the stock as still held. Returns to suppliers need a credit note that matches the original invoice, so input VAT is adjusted in the same quarter.

Distributors also carry rebates and volume discounts from manufacturers. These change the VAT value of supplies, so the credit note and the VAT adjustment have to be booked together. Our post on discounts and rebates sets out the mechanism.

If you sell to buyers outside the UAE, such as a distributor supplying a clinic group in another country, the sale may qualify as an export. The proof of export decides whether it is zero-rated. See VAT on exports for what that evidence looks like.

What this costs

Every package is one fixed price, agreed in advance and set by your monthly transaction volume, covering VAT, Corporate Tax and books. If you own two or three companies, such as a pharmacy and a trading arm, the group is quoted on request. Corporate Tax filing for sales under AED 3M is a fixed fee, quoted on request. Distributors with imports are quoted after we see your volume.

Why owners in pharma pick a fixed-price firm

Pharma owners watch margins closely, and an hourly accountant makes costs unpredictable in exactly the months you are busiest, such as quarter-end stock counts and VAT filing. A fixed price gives you one number for the year. It also removes the temptation to skip a reconciliation because it costs extra. Our team is CA-led, so a qualified accountant reviews the VAT split and the Corporate Tax computation.

Zero Penalty Assurance, in writing. Where your data reaches us by the agreed cut-off dates, we assure that no FTA penalty will arise from late or incorrect filing. Should a penalty arise from a mistake in our submission, we bear that fine, and we confirm this assurance to you in writing.

The assurance works through cut-off dates. Monthly data reaches us by the 5th of the following month, VAT data by the 15th after the period closes, and Corporate Tax data by a date we agree with you. Automatic reminders go out before each one. You can read the full mechanism in our post on how we prevent FTA penalties.

Frequently asked questions

Are medicines zero-rated for VAT in the UAE?

Certain medicines and medical equipment that meet the conditions in the Cabinet Decision under the VAT Law are zero-rated. Other pharmacy items are standard-rated, so each product needs the right VAT code. We confirm the treatment of your product list during onboarding.

How much does a pharmacy accountant cost in Dubai?

One fixed price, agreed in advance and set by your monthly transaction volume, with Zero Penalty Assurance in writing. Send us your approximate monthly transaction count and we reply with the price.

Can I deduct expired stock for Corporate Tax?

Expiry write-offs are deductible when you can document them with a dated stock count, batch details and a disposal record. Without that evidence the deduction can be challenged.

Do you handle import VAT for medical distributors?

Yes. We match customs declarations and import VAT evidence to supplier invoices and stock so your input VAT claim is supported.

What happens if my data reaches you late?

The assurance applies where your data arrives by the agreed cut-off dates. Late data is flagged by our automatic reminders, and we work out the best filing route with you.
